STRATEGIC PLAN 2003-2007
This plan was developed from the
Directions Seminar conducted at FESA House on Saturday
17th May 2003.
20 persons representing VMRWA, FESA and individual VMR Groups attended and contributed.
The plan provides statements of Vision, Mission, Values, Key performance Areas
and Strategies, Action Plans, Milestones and Tasking.

Vision
That Volunteer Marine Rescue WA
be the organisation of choice for support, advocacy,
advice, values, professional standards and communications
amongst marine rescue services. Mission
To provide leadership in marine rescue services through
supporting, the enhancement, improvement, organisation,
structure, training and resources on which the
service delivery depends.

Roles and Responsibilities
VMR Groups provide Search and Rescue Services,
VMRWA provides a range of services to VMR groups including advice, advocacy,
representation communication, training and networking.
FESA provides support, resources, policy direction and
advice.

Ensuring that the processes, principles and methods we use ensures our
organisation satisfies the vision and mission, including planning, representation,
decision-making and accountability.

Developing and supporting strategic relationships that further the interests
of volunteer marine rescue services.

Promoting the appropriate, efficient and effective allocation of resources,
government corporate and private to ensure an effective volunteer marine
rescue service in WA.

Managing, developing and enhancing our corporate and industry image to reflect
our values and service in supporting the marine rescue effort.

Promoting the professional operation of groups through effective planning processes
and the development of guidelines for operational, administrative and other
activities aligned to the objectives of VMRWA.

Our Governance1. One Organisation representing VMR Groups
The establishment of one organisation representing volunteer marine rescue
service groups, which provides a co-ordinated, representative voice and acts
effectively to support and develop its member groups.
2. Effective Representation
Facilitating effective representation of member and group interests through
an enhanced zone representative system. Providing excellent links between the
executive committee and the membership.

3. A Professional Development and Support Structure
Providing a structured approach to professional development. Building a repository
of knowledge and experience. This knowledge will be based on good practice
that can be recorded and transferred to strengthen and support member groups
and individuals.
Our Partnerships
4. Advocacy
Acting as an advocate for the improvement of volunteer marine rescue services,
boating safety and education and improved training and education of VMR members.
5. Networks
Building effective networks with the key government agencies that have responsibilities
for our roles and between individual member groups and organisations ensuring
support is given to the objectives of VMRWA.

6. Support
Providing advice and support for agencies and VMR groups seeking resources
for VMR services.
To review the allocation of government funds and provide advice on the adequacy
of financial and other resources to meet identified needs.
Managing activities to provide the most effective and efficient use of resources.

7. Journal
Providing information through a journal, which focuses on industry knowledge,
group reports, HMA information, FESA information and ongoing reports on the
progress of VMRWA in the achievement of the strategic planning objectives

Developing generic publications on the role and services of VMRWA.
9. Electronic Communications
The promotion of electronic communications as:
• A preferred group networking method
• A preferred reporting system,
• An option for distance learning
Through the provision of appropriate training and support services.

Using the zone and state conferences to showcase, acknowledge and encourage
group achievements.
11. Professional Development
Provide targeted professional development activities as a component of all
conferences to assist and encourage development of groups to meet minimum established
